Japanese Philately

This is the cancel on the stamp. Unfortunately, I do not have it on cover, only on a single stamp. A friend gave me a whole lot of issues of "Japanese Philately", and in the August 1994 Issue, whole #307, it shows what it calls a "comb" cancel with horizontal, not vertical, bars, and says it was a cancel used in Taiwan and Hong Kong. I wanted to know which it was, if either, and how to tell.

Many people, such as myself, have Japanese philatelic items with questions about them. Hopefully, this blog will allow people to post items and get questions answered. To start off, this cancel appears to be either from Hong Kong or Taiwan. It is on JSDA #93, the 1899 Kiku Series definatives. Which, if either, is it, and how can one tell?
